The stakeholder register is the catalog of everyone who can affect or be affected by the project — with their interest, influence, expectations, and engagement approach. It starts at project initiation and keeps evolving, because stakeholders appear, disappear, and change positions mid-flight.

Sequence matters on the exam: identify and register stakeholders first, then plan engagement. A scenario where a "surprise" stakeholder derails the project late usually traces back to a stale register.
