What is Scope Baseline?

The scope baseline is the approved definition of what the project will deliver: the scope statement, the WBS, and the WBS dictionary, taken together and frozen under change control. It's the contract-grade answer to "what exactly are we building?"

Every change request is evaluated against it, and "done" is validated against it. Without a controlled baseline, scope disputes reduce to memory and negotiation.
