What is Budget at Completion (BAC)?

Budget at Completion is the total authorized budget for the entire project — the finish-line number all other EVM figures reference. PV, EV, and every forecast formula are computed as slices or projections of BAC.

BAC only changes through formal change control. If scope is added through an approved change, BAC is re-baselined; it never drifts just because the project is overspending.
